Why when I log on do I keep getting asked to fill out the form and pay my subscription fees when I have already done so?

Hi Barry,
I am assuming that you are referring to the Pan-Clan website rather than this forum. They are very different sites and use different systems for logging in. Also, there is no charge for the Forum, although you do need to be a member to access it.
When you renewed you should have received a confirmation email which will include your personal log-in details for the website. I suspect that you are getting the renewal form because you are using the 'general' login (2013PAN), a system that is no longer in use from this membership year.
I have forwarded the renewal confirmation that was sent to you in case you have already deleted it.
